The desired situation is that QTITC as an educational institution has acquired necessary educational management and leadership skills to, in a self-directive way, respond to the challenges the policy -levd higher education sector reform causes in Vietnam. Within the project, the concept of "educational leadership and management skills" covers the following areas: anticipation of changes in society and future needs of students; strategic development and renewal of an educational institution; building of social networks and inter-organizational relationships; interest group cooperation; leading and motivating people; developing organizational culture; and promoting interpersonal relationships and cooperation. In the project, students' active role as learners, their previous experiences (competences), as well as the importance of networking and learning-at-work are emphasised.
